e-Learning Project

e-Learning is a large-scale governmental project included in National Program for Education Development in the Republic of Kazakhstan, 2011-2020.

1159 schools and colleges

Within 2011-2013, e-Learning was deployed in 1159 education organizations countrywide, including 87 technical and vocational education organizations. By 2020, the e-Learning system is to be used in 90% secondary education organizations.

Over 14500 DERs

Digital educational resources refer to digital instructional materials on the disciplines studied, which enable learning in interactive format: photographs, video-fragments, static and dynamic models, virtual reality and interactive modelling objects, audio records, and other learning materials.

Electronic class register

This is an analogue of traditional class register. Automated uploading of the list of students in class/group, date and subject of a class. Capability of entering different types of grades or several marks at a time, with comments. Automated displaying of the received grades and home-tasks in a student’s gradebook.

Electronic Gradebook

This is an analogue of traditional student’s gradebook and student progress report. It displays schedule of classes, current and final grades with teacher’s comments, and home tasks. Available to parent for control over a child’s academic progress and attendance.

SMS and e-mail

The system contains sending out SMS and emails informing of the facts of students’ absence at classes, of current grades and other prompt information.

Reports and statistics

Students’ academic progress. Current grades for an arbitrary period. Final grades. Average score. Attendance information. Data on school enrolment. Qualitative and quantitative composition of staffs.

Computer classrooms

Additional computer- and mobile classrooms, all-in-one PCs, interactive whiteboards and projectors supplied as part of the project enhance the e-Learning accessibility and effectiveness.

Internet

Internet with the speed of 4 to10 Mbps connected to each education organization involved in the project enables continuous learning process using information and communication technologies.

Wireless network

Combining the Internet wireless access technologies with mobile PCs allows making the learning process more amusing and exciting, and conducting classes outside the school premises, at any time with no limitations of school class, in any place within the wireless network coverage.

Webinars

Adobe Connect webinars are used for arranging and conducting real-time distance training and workshops.

Creating learning materials

Adobe Captivate and Adobe Creative Suite content development tools are used for teachers to create interactive learning materials.

CRMS

Classroom Management System (CRMS) is designed for computerized teaching to foreign languages and other disciplines, for control over students’ activities, for remote management of computers, for checking knowledge, file sharing, and for personal communication.

Public services

In August 2013, the MES RK’s e-services were launched: "Acceptance of documents for enrollment to comprehensive schools" and "Acceptance of documents for provision of free meals to certain categories of students in comprehensive schools".

About the project

The e-Learning system is a large-scale governmental project included in the the National Program for Education Development in the Republic of Kazakhstan, 2011 - 2020.

The Project’s primary objective is to enable all the learning process parties’ equal access to the best learning resources and technologies.

Goals:
  • substantially improve the quality of secondary education based on modernization of education contents and technologies
  • developing high-quality educational services to the parties to learning process using capabilities of up-to-date telecommunication facilities and digital technologies
  • ensuring equal access to educational services through implementing the new learning tools

Each teacher not only puts down grades in electronic gradebooks and class registers, but can also track every student’s academic progress and receive the required reports.

Managing an education organization

The System maintains electronic recording of personal data files of both staffs and students. It allows drawing up the HR documents and automatically generates the reports on an education organization’s activities.

Capabilities of administration

Learning management

The System allows maintaining the electronic log of grades, generating calendar-thematic plans, and it also automatically informs parents of students’ academic progress and attendance.

Testing system

provides teachers with capability of drawing up, assigning and checking a variety of tests.

National Educational Database

This is a single centralized repository of data on education organizations’ equipment, personnel and enrolment. NEDB contains information required for industry’s planning and development.

Webinars

This is a site to hold events in a variety of formats: from presentations and speeches to multiple real-time training programs, i.e. lectures, workshops or master classes via Internet.

is intended for automation of major corporate processes in MES RK activities, and for creation of the single base for internal documentation.

The administering system

Integrates all the e-Learning subsystems and administers them, ensures security and recognizes users in the system. Through this subsystem, notices are sent out as well.

Infrastructure

Internet

To enable equal access to educational resources and technologies, the broadband Internet access was provided to each education organization with the speed of 4 to 10 Mbps.

Wireless local area network

allows education organizations at all levels to implement a wide range of applications covering all buildings of a school without cost-intensive laying additional cables.

For working in the e-Learning system and conducting classes, all-in-one PCs are installed in each classroom for teachers.

To provide students and teachers access to digital educational resources, personal computers are installed in libraries.

includes the central node’s server farm and regional nodes’ server farms, as well as proxy servers of education organizations that enable the system’s uninterrupted operation and data storage.
